This can also be decided by a good covops pilot. But being there as a bomber pilot to advantageously position yourself relatively to the target and the rest of the enemy gang, that is the other important thing. The information you get by being there before the attack, untouchable, is invaluable. Not all of us are fighter pilots in real life, and can't process such information so quickly. Why not have a good covops pilot and be there on your own too? The targets might know the bombers are there, but they don't know when and where they will attack. The bomber has the positioning advantage, and therefore the electronic warfare advantage. They can lock quicker than large ships, and have the range (and damage) advantage over small ships. It does also not scratch the honor of a stealth bomber pilot if he is supported by other ships, be they EW, tackler, or other covops ships.
Over cloaking recons, the bomber has the deciding advantages of more cloaked speed, quicker locking and alpha strike(!), in addition to more a more readily choosable damage type. Bombs offer many other tactical and psychological options, like dispersing the enemy (making them more vulnerable to EW and better positioning), prepping the enemy shields (also for an incoming non-cloaking gang - if you can help burning through 15000 dp relative with anti-armor ammo per target, why do it?), breaking locks or switching their guns and EW and mwds off by cap neutralizing in unopportune moments. CCP do well with prenerfing bombs. In addition, bombers can attack in staggered waves, employ a mix of close and long range and can have massive EW potential themselves (for instance, ECM on non-ECM ships still works, why are you so afraid of ceptors?).
As for cloaking in the middle of the fight, the rof of cruise missiles is rather low. You don't need to be uncloaked for the whole time. That might shear off some of your dps, but dps isn't everything. Holy moly I said it. Stealth bombers have alpha, and alpha kills. The target is dead quickly anyway (before for instance their Falcon alts will lock you), and then you cloak, reposition and take a breath (or warp 50 km away and recloak there).
You see, this is tactical Eve, not goin in with lol-FOTM ("It works!") dps hacs and recons, guns and ECM blazing and hoping for the best. Against a bomber gang that's just been sketched, this FOTM crap will be gone with the wind. FOTM = predictability = dead. Oh yeah, some might warp off when they realize they can't win. But then you control the system and send in the exhumers and deploy the Rorquals or something. Who cares.
